China has adopted the London Action Plan on Spam Enforcement Cooperation, a way of improving international cooperation in enforcing anti-spam laws and regulations, which was developed in October of 2004.
Last year, the Chinese Ministry of Public Security reported that nearly 90% of Chinese computer were infected by some type of computer virus. With nearly 70 million users online, China falls behind the United States and South Korea as a generator of spam.
